Honorary National Treasurer

Tenure

The Treasurer will be appointed for five years and may seek re-election to office for an indefinite number of terms 

Notice period – to allow the Association time to appoint a replacement, six months notice is required   

Time commitment

Average 8 hours weekly plus  attendance at all NEC and SG meetings

  1. Steering group x 4 per year
  2. NEC x 4 per year
  3. Others by agreement with Steering Group with regard to Association Business

Main purposes of role 

The Honorary National Treasurer shall be responsible for the management of all association monies and assets, in line with the requirements of the BATOD Constitution and the national financial and legal framework 

Key tasks

1. Accounts 

  • Maintain a full account of all financial transactions at all times  
  • arrange for the accounts to be independently examined each year for the period August 1st to July 31st  
  • present the independently examined accounts to the Annual General Meeting 
  • conduct electronic banking on behalf of the Association 
  • make majority of payments on a regular basis as a result of processes/practices agreed by NEC 
  • arrange investment of any funds of the Association not required for current administration in Government Securities, Local Authority Securities, Banks or Building Societies for the benefit of the Association at the discretion of the NEC.  
  • arrange insurance in the interests of the Association.  

2.  Strategic Oversight 

Provide strategic financial information to ensure efficient and effective use of BATOD funds and promote sustainability 

  • Propose an annual budget to NEC, stating anticipated income and expenditure  
  • Monitor and review the budget 
  • Provide financial updates to each meeting of steering group and NEC, to include review of income and expenditure against agreed budget and review of savings accounts and reserves 
  • Ensure financial implications inform new developments/decisions made by SG and NEC 
  • Develop, maintain and review financial processes as required 

 

3. Administration of finances 

Manage the day-to-day financial administration of accounts, working with the administrator to ensure: 

  • Accounts are maintained and reviewed regularly 
  • Clear information of charges is published on the website 
  • Invoices and expenses claims are paid promptly 
  • Invoices for BATOD services are issued promptly and followed up as necessary 
  • All employment related payments are made in a timely manner 
  • Contribute to conference committee and other BATOD activity as agreed through NEC re financial planning and administration 
  • Provide financial advice and support for Con Powell award 

 

4. Support to regions and nations and Special interest groups (SIGs) 

Work with regions, nations and SIGs in line with the BATOD constitution and published guidance, to include: 

  • Offer of regular support/meetings 
  • Support for maintenance and review of R/N, SIG annual accounts 
  • Consideration of impact of SG/NEC decision making for R/N, SIGs  

 

5. Legal requirements 

  • Maintenance of all documentation regarding finance for seven years 
  • Process and maintain data in line with the provisions of the current Data Protection regulations 
  • Ensure all employment related transactions are legally compliant 

 

Responsible to: Steering Group. All work is done in collaboration with other Steering Group and NEC members. Major items are discussed and confirmed with members of Steering Group and ratified by the National Executive Council.

The National Treasurer reports to Steering Group which is  responsible for the management of all Association monies and assets.

Accounts

  • A full account of all financial transactions shall be maintained at all times by the National Treasurer
  • The National Treasurer shall arrange for the accounts to be examined each year for the period August 1st to July 31st and present the accounts to the Annual General Meeting
  • The National Treasurer shall be empowered to undertake electronic banking on behalf of the Association; all payments must be authorised by an authorised person (member of Steering Group)

  • dealing with invoices and claims promptly
  • ensuring accounts are kept appropriately
  • liaising with the banking system re collection and cancellation of direct debits in conjunction with the Assistant Treasurer
  • paying salaries and pensions to employees as appropriate
  • paying necessary amounts to HMRC
  • liaising with Assistant Treasurer and National Executive Officers regarding membership matters
  • monitoring tenders for specific projects and the implementation of successful bids
  • maintaining archive of all documentation regarding finances for a period of seven years
  • presenting up to date income/expenditure accounts for each meeting
  • process and maintain data in line with the provisions of the current Data Protection regulations

Key outcomes

  • Financial processes are clear, consistently implemented and regularly reviewed to ensure they continue to meet the association’s needs 
  • A full account of all financial transactions is maintained at all times  
  • Financial management informs the setting of an annual balanced budget, supporting the sustainability of the association 
  • Reserves will be maintained of one year’s costs of maintain the association 
  • Additional funding available will be allocated in line with agreed processes and with the approval of NEC 
  • Regular, accurate budget reports will identify any areas for concern so that appropriate action can be taken 
  • Clear and consistent financial information is available to all members in line with constitutional requirements 
  • All BATOD committees are run in line with the constitution and adhere to consistent processes 
  • Financial and employment arrangements are legally compliant 

 

Responsible for staff/equipment   

Oversight of the financial activities of administrative support 

Working in conjunction with the Assistant Treasurer/Membership secretary

Recommended knowledge and experience 

  • Experience of budget management 
  • Basic understanding of accounting software 
  • Familiarity with accounting processes and procedures 
  • Understanding of HR processes and statutory requirements  
  • Experience on NEC and knowledge of BATOD processes
